An analytical view of the Egyptian budget in 2019/2020 under the state plan

The research aimed to focus on the main elements related to General Budget’s nature and how it expresses the governmental performance and programs, and how the State’s general plan is consistent with the same in order to achieve goals of the main plan of the different economical systems; such as growth rate increase as well as decreasing rate of deficit, unemployment and inflation, and exports’ increase in order to increase the effectiveness of the governmental activityand rationalize general expenditure. The research also displays means of improving the budget image and the method of connecting it to the plan. All this is to be in the first section under the theoretical frame of the study. Afterwards, there is a second section where you can find an application on the Egyptian status. Goals of the State’s plan until 2022 were displayed, and then figuresfrom 2019/2020 budget were analyzed compared to the previous years so as to recognize how much did it take from the concepts of the first section and how the estimates of the budget are accurate if compared to the actual numbers. Few numbers of the budget, that serves the research, were focused on, most important of which are increasing general investments, decreasing budget deficit, controlling the public debt and its interests, achieving constitutional demands by spending more money on health and education, figuring methods to alleviate economic reform burden on low-income families such as providing social support and privileges. Means of improving the budget’s image and the method of linking it with the plan have been proposed through merging the unofficial economy to the course of the official economy especially in both sectors of private tuitions and violations of construction and building. It is most important to absorb, on a larger scale, the concept of the financial thoroughness. Finally, there is a summary of findings and recommendations of the research.
