Abstract

There has been a growing interest in recent topics in the study of public policy, and although the concept of public policy has not been modernized, its roots extend to previous historical periods. However, it can be said that the increased attention was paid by governments and political systems to meet the needs and aspirations of the society in order to solve the general problems that lie ahead. In the society in a scientific way able to reconcile these needs and demands with the current internal and international environmental changes. Policy topics are important and vital, especially with the increasing interest of political scientists in this field of knowledge recently, and despite the growing interest in public policies, but like other social sciences, there is still a lot of divergence of views, Agreement on the definition of public policy, where the definitions of the term of policy and the multiple aspects of the policy were varied, depending on the evolution of the interest of political science and scientists in the study of public policy; where traditional studies have been limited attention to the actions of the government, In the wake of the Second World War, the political changes left by the war necessitated a shift in attention from the study of political institutions to the interest in behavior. Activities, practices and physical roles, where attention has been paid to the social and psychological foundations of individual and collective behavior, which has enriched political analysis by interpreting interactions between political actors and those that lead to public policy.
