The Extent of the Implementation of Governance in the Public Universities in the Kingdom of Saudi Arabia from the Point of View of the Academic and Administrative Leaders in the Light of the Saudi Vision 2030

Abstract

The study aimed to reveal the extent of the implementation of governance principles in public universities at the north of the kingdom in light of Vision 2030, as the most important programs that implement at the government agencies. The population of the study consisted of all the officials in public universities (v. rector, deans, v. deans, heads of departments, administration’s directors), at the north region of the kingdom (Tabuk, Haial, Aljouf, Alhadud Ashmalleah). The study sample consisted of (368) officals. To achieve objectives of the study, the researcher developed a questionnaire consisting of (56) items to measure the study variables and dimension. The axes of the study include (Transparency, Participation, Accountability, Justice, Effectiveness), In addition to the application of governance in light of the vision of the Kingdom 2030.  The researcher uses descriptive and analytical approach. The results show that the application of the principles of governance in the universities is in a medium degree in most of the study axes. It also shows that there are no statistically significant differences according to the characteristics of the study's sample. The study recommended a set of recommendations, most notably the dissemination of a culture of governance in universities and work on the application of different principles as well as the development of a system of governance in universities and follow-up implementation.
