The impact of strategic planning in improving resource performance in Iraqi government service institution: the mediating role of information technology

Abstract

The current study aims to study the impact of strategic planning on improving resource performance in government service institutions (which includes both human resources performance and organizational capabilities performance), as well as the role of information technology as an intermediary variable in influencing this relationship. The current study was applied in the De And that Nineveh Governorate in the Republic of Iraq، using the descriptive analytical approach. Data were also collected through electronic survey lists on the Google Form website. The study sample consisted of (200) individuals working within the organization’s departments and divisions، which are (the Strategic Planning and Follow-up Department، the Human Resources Management Department, the Project Management Engineering Department, Information Technology Department) in addition to the senior departments of these departments. The data was analyzed using (SPSS. v. 25) and (AMOS. v. 22) programs, and the results of the study showed that there was a positive، statistically significant effect between the independent variable، strategic planning، and the dependent variable (improving resource performance، which includes: resource performance human resources and organizational capabilities performance), as well as the emergence of a negative effect of information technology as a mediator on improving resource performance (human resources performance and organizational capabilities performance), while there is a positive, statistically significant effect between strategic planning and information technology.
