The agricultural activity is the basis on which the ancient Egyptian civilization was built. The agricultural sector is the pioneer sector for the economic development process, which can make a significant contribution to boosting economic growth if the appropriate conditions are met. Egypt had many natural resources that enabled it to enhance the agricultural sector. Indeed, the applied economic policies, especially the fiscal ones, by the Egyptian government has given the priority to the industrial sector at the expense of the agricultural sector, which led to a decline in the agricultural sector indicators, such as the weakness of the contribution rate in GDP, labour absorption, and FDI attraction. Moreover, achieving the deficit of agricultural trade balance, and the low self-sufficiency rate in agricultural products or to achieve the optimal cropping structure. Hence, this paper examines the most important problems and obstacles that are facing the Egyptian agricultural sector and consequently limiting its ability to effectively contribute to economic development, and then formulating a set of economic tools that encourage the agricultural sector's ability to grow and achieve its target.
