Legislation is one of the main instruments for the application of public policies in its various fields, and this done through "legislative policy", which represents the methodology and mechanism to translate public policies in to a set of legislation reflecting the character of compulsory and regulated. Arab countries are familiar with various models of legislation and law making and enforcement, including those influenced by continental European traditions, whether Anglo-French or Francois, including those influenced by Anglo-Saxon traditions and the American school, and there are also authentic examples of Islamic sharia-inspired inspiration and the building of a legal system based on it. The relationship between the executive and legislative Authorities in the Arab countries are characterized by intricate and intricate overlapping. The main question in the research problem is: How much does the legislative and executive powers of the Arab countries overlap in the legislative process? What is the mechanism and methodology for drafting legislation in the Arab States, and what are the stages that it is going through? The study was divided into three section; the first is the theoretical framework for legislative procedures and related concepts, the second reviewed the constitutional and organizational framework for legislative process in some political systems, and the third deals with the constitutional and regulatory framework that regulates the legislative process in the Arab countries.
