Local Ombudsman: An Institutional Mechanism for Social Accountability at Local Level.

Abstract

Considering the establishment of a new mechanism, with independence and impartiality, to deal with complaints and grievances at the local level, will encourage social accountability through contributing to the monitoring and follow-up of these complaints and challenges addressing and eliminating them, would contribute to the development of a citizen's sense of confidence in the agencies of government in general and local administration in particular.This mechanism represents one of the elements of rebuilding trust in the local administration, which contributes to facing the intransigence of the local bureaucracy, manifestations of abuse of power and influence, and a way to eradicate corruption. The research problem was identifying how the Ombudsman had contributed to responding to complaints by citizens and had contributed to satisfying citizens about government and local performance in contemporary experiences. In addition, what the lesson learned from presenting the mechanism of the local ombudsman in Egypt. The study concluded that the establishment of a new institution is more extensive than the attempt to reform the existing institution. The study additionally provided the necessary requirements for activating the idea of the local ombudsman, Special: Community dialog, the gradual application and testing of the mechanism before its circulation, marketing and promotional campaign for the local ombudsman, and defining its method of work, and the need for appropriate organizational, administrative structures and Automation
